MTSS Role of School Counselor

The Multi- Tiered System of Support (MTSS) focuses on the academic and behavioral needs of students within the educational system. School counselors work in three domains which include academic, college/career, and social/emotional.  A framework for the delivery for school counseling instruction and services that integrates well within MTSS was developed by Dr. Trish Hatch and called The Multi-Tiered, Multi Domain System of Supports (MTMDSS).  MTMDSS provides tiered levels of school counseling instruction and intervention services addressing students’ needs in the areas of academics, college/career, and social/emotional development. MTMDSS can further be explained in Dr. Hatch’s draw video which is hyperlinked below as well as a planning guide handout and the elementary and secondary MTMDSS  models provided by Hatching Results, LLC.  Note, Hatching Results, LLC has been identified by Orange County Department of Education (OCDE) and by CDE to be the lead in providing professional development for the Role of the School Counselor in MTSS.  Interested parties can locate more information on MTSS and MTMDSS on the OCDE website.

 The following tiered instruction and intervention services were developed specifically in response to school closures and virtual/distance learning.  Note the trapezoid for MTMDSS starts with Tier I for All (Universal) students at the bottom and moves up to Tier 3 at the top for Few students (Intensified). 

TIER 3 (INTENSIFIED)

  • Connect virtually with students in crisis until school counselor senses a need for more intensified interventions beyond the scope of a school counselor 
  • Communicate with students and families about appropriate referrals to outside resources. Refer to Children’s Hospital of Los Angeles National Center for School Crisis and Bereavement and to your county’s Health and Human Services for local resources. 
  • Support seniors with disrupted or stalled postsecondary plans (i.e. rescinded admission)
  • Create a google classroom for students needing Tier 3 supports and provide specific interventions that can be done at home.

TIER 2 (SUPPLEMENTAL)

  • Determine which students need supplemental Tier 2 support (see “metrics to be considered” below)
  • Touch base with students who were already receiving Tier 2 school counseling supports before the school closure began and determine how best to continue to support them during this time
  • Reach out to students who were already struggling academically (D's/F's) to see what type of support they need. Maybe even offer up the opportunity to catch up with late or missing work - advocate for teachers to agree with it :) Consider weekly virtual check-ins.
  • Follow up with seniors who still need to complete post secondary tasks
  • Facilitate virtual small groups as appropriate
  • Support students who were on academic probation or chronically absent potentially make up time by completing volunteer hours as appropriate (cleaning up neighbors' yards, cleaning up roads, parks, etc.)

Potential Data Metrics to Determine Eligibility for Tier 2 Supports:

  • Students that haven’t logged in to virtual learning (or other “attendance” measures)
  • Students completing less than 50% of assignments
  • Senior Survey
  • FAFSA/DREAM Act
  • Scholarship dollars earned
  • Student Aid Reports
  • College application submissions/status
  • Students with a disruption to their post-secondary plan
  • Family engagement
  • Needs assessments

Tier 1 (Universal)

  • Establish a regular communication routine with students and families (i.e. how often will the school counselors push out communications to students via online learning portal, email, social media, etc.?)
  • Record a short video to reassure students and family members and announce the virtual school counseling program. Include how they can contact their school counselor, office hours, virtual lessons and schedule, as well as resources. End with positive and encouraging words.
  • Establish office hours and provide an efficient process for scheduling appointments (calendly, youcanbookme, signupgenius, SCUTA)
  • Collaborate with administration and other staff to draft a list of local resources, websites, and hotlines that will be helpful to families during this time. Post to the school website and send out proactively to all.
  • Deliver Tier 1 school counseling curriculum virtually (via pre-recorded videos, Google Classroom, Hangout, Meet, Zoom, or other district-approved platform)
  • Survey students and families to determine what their priority needs are at this point in time
  • Post a constant feed of FAQ and responses on the school counseling website (ideally in a prominent location on the school’s website)

  •  Supporting elementary students (K-5)

  • Supporting freshmen, sophomores, and juniors (9-11)
